8-9-10 September will see the first edition of the Rome Innovation Hub, organised by the network of
technical professions and by Smart Building Italia: three days of ideas and discussion to define the role of
the technical professions in the various areas of green conversion, economy, sustainability and
digitalisation. One of the main topics will be ecological transition, with an interesting conference (8
September, 2.30 p.m.) on energy communities, here below a sneak preview. Several sponsors from the
Systems Integration industry, from Videomobile to Lightware, will be present, which you can meet (also)
during their speeches
They are few, but it is only a matter of time. The renewable energy communities (RECs) introduced in
Italy by Article 42-bis of the Decreto Milleproroghe no. 162/2019 are now on the right track: incentivited
by high energy costs, but also by institutional resources. But what is an energy community? It is an
association of citizens, businesses, local public administrations or small and medium-sized enterprises
that decide to join forces to equip themselves with one or more shared plants for the production and self-
consumption of energy from renewable sources.
The legislator also intervened with Legislative Decree 199/2021, which implements the European RED II
Directive on the promotion of the use of energy from renewable sources. The attention for this type of
instruments that aim at zero kilometre energy production is growing more and more: through the
transposition of the RED II Directive and the financing of the NRP, it is estimated that by 2030 there will
be 7 Gigawatts of power installed throughout Italy.
The most responsive regions are those of the North, 20 are and the main active energy communities, some
consistent with current legislation and regulation, others that share the spirit of the RED II and EMI
directives, not counting those municipalities that only use renewable energy and the newborn Energy
Community projects that are still in their embryonic phase.
The coming months will be decisive: the goal of the investment is to transpose the RED II Directive to a
more significant dimension, identifying public administrations, households and micro-enterprises in
municipalities with less than 5,000 inhabitants that can benefit in terms of supporting the economy, as
well as combating depopulation.
The last piece came with the Aid decree, which expands the involvement of Defence and the Pa in
renewable energy communities, also opening up to port authorities. With the Bollette decree, on the other
hand, another intervention was made on the self-consumption of renewable energy by extending the
distance of the production plants that are connected to the utility up to 10 kilometres.
